The neighborhoods of Tribeca, Chinatown, Soho, and Hudson Square have the 2nd worst air quality in NYC due to an abundance of heavy traffic and in particular idling cars and trucks moving in, out and around the Holland Tunnel.
The US Army Corps of Engineers is proposing an extreme solution to flooding on the Hudson River north of North Moore Street.
The Holland Tunnel Rotary is an un-developable 5.5 acre site in the middle of Manhattan that is at present providing minimal utility and which is contributing to environmental problems (air quality, water runoff, excessive heat). This site can be reconsidered to contribute to a solution to the many issues facing the area.
